Challenge

A federally funded, mul.-state COVID-19 vaccine empowerment ini.a.ve required high-volume outreach, real-.me documenta.on, and structured compliance repor.ng across an expansive service footprint.

The program spanned 11 coun'es across South Carolina and New Jersey and required standardized performance infrastructure aligned with U.S. Department of Health & Human Services HRSA requirements.

Under Dr. Coppáge’s leadership, BE BRAVE required coordinated execution across multiple jurisdictions, including workforce deployment, operational controls, and performance accountability systems.

Tools and Operational Infrastructure

InsightWorks supported the development and deployment of a multi-state implementation model, including:

  • A bilingual 60-person outreach workforce operating across both states
  • Weekly concurrent vaccination outreach events
  • Formal partnerships with health systems and community-based organizations
  • Financial incentive distribution framework ($25–$50 giK cards)
  • Mul.lingual outreach campaigns (English, Spanish, Creole)
  • Field verification protocols requiring signature capture and photo upload
  • RADICS platform deployment for secure, real-time intake and documenta.on

Survey Optimization and Call Center Innovation

HRSA required post-vaccination surveys to be completed within a 15-minute observa'on window following vaccination.

To improve par.cipa.on, Dr. Coppáge designed and implemented an integrated mul.lingual call center model:

  • Field specialists captured participant signatures and uploaded vaccina.on proof into RADICS.
  • Call Center staff verified documenta.on immediately.
  • An outbound call was dispatched in the participant’s preferred language before the observa.on window expired.
  • Surveys were administered live by phone.
  • Participants received a real-time digital incen.ve link.

Operational Breakthrough

Through this redesign, a process HRSA anticipated would require 15 minutes was reduced to approximately:

  • 1.5–2 minutes per participant
